Directs the Secretary of the Interior to execute instruments to remove specified deed restrictions to allow North Charleston, South Carolina, to exchange a certain parcel of land for: (1) a parcel to be used for public park or recreational purposes; and (2) sums to equalize the values of the parcels exchanged. Requires any sums received to be used only for park or recreation purposes.
Retains mineral rights to the land exchanged.
