Agricultural Contract Sanctity Act of 1995 - Amends the Agricultural Trade Act of 1978 to: (1) eliminate certain agricultural export sales reporting requirements; and (2) prohibit the President from taking actions to curtail or prohibit agricultural exports without majority approval of the Senate and the House of Representatives.
