Family Caregiver Support and Protection Act of 1996 - Amends title XVIII (Medicare) of the Social Security Act to provide for coverage of respite care services, paid for on an hourly basis, under Medicare part B (Supplementary Medical Insurance).
Amends the Internal Revenue Code to treat qualified long-term care services as deductible medical care expenses.
