Animal Welfare Act Amendments of 1996 - Amends the Animal Welfare Act to redefine: (1) the term "dealer"; and (2) dealer and exhibitor licensing provisions.
Excludes operators of auctions from certain civil penalty provisions. Increases the temporary license suspension penalty, and includes a revocation provision. Revises injunction provisions.
