Amends the Clean Air Act to authorize (but not require) States to include provisions for vehicle inspection and maintenance programs in implementation plans for Marginal ozone nonattainment areas.
Repeals provisions that require States to submit plan revisions that provide for: (1) vehicle inspection and maintenance programs in Moderate ozone nonattainment areas; and (2) enhanced vehicle inspection and maintenance programs to reduce hydrocarbon and nitrogen oxide emissions in Serious ozone nonattainment areas.
