Runaway and Homeless Youth Reauthorization Act of 1996 - Reauthorizes the Runaway and Homeless Youth Act and the Missing Children's Assistance Act for FY 1997 through 2000. Sets priorities and permissible uses with respect to funds in excess of specified amounts allocated under the Runaway and Homeless Youth Act.
Authorizes appropriations for FY 1997 through 2000 under: (1) the Juvenile Justice and Delinquency Prevention Act of 1974 for incentive grants for local delinquency prevention programs; (2) the Anti-Drug Abuse Act of 1986 for drug education and prevention relating to youth gangs and for a runaway and homeless youth program; and (3) the Crime Control Act of 1990 to improve the investigation and prosecution of child abuse cases.
