Enhanced Marihuana Penalty Act of 1996 - Amends the Controlled Substances Act and the Controlled Substances Import and Export Act to lower the threshold amount of marihuana required to trigger specified penalties under such Acts.
Directs the United States Sentencing Commission to amend the Federal sentencing guidelines to reflect the amendments made by this Act.
