Tax Expenditure Control Act of 1995 - Amends the Congressional Budget Act of 1974 to require the concurrent resolution on the budget to include appropriate levels for tax expenditures. Requires tax expenditure analysis in the report accompanying such resolution.
Requires reconciliation directives in such resolution to include changes in tax expenditures.
Requires the Congressional Budget Office report to congressional budget committees with respect to fiscal policy to include a discussion of alternative ways of allocating new tax expenditures.
