National Monument Fairness Act of 1997 - Amends the Antiquities Act to prohibit the President from issuing a proclamation designating more than 50,000 acres in a single State in a single calendar year as a national monument until 30 days after the President has transmitted the proposed proclamation to the Governor of the affected State. Provides that the proclamation shall cease to be effective two years after it is issued unless the Congress has approved it by joint resolution.
