Provides that special pay provided to certain physicians and dentists of the Veterans Health Administration of the Department of Veterans Affairs who retire before October 1, 1999, shall be considered to be basic pay for Federal retirement purposes.
Directs the Secretary of Veterans Affairs to deposit into the appropriate Federal retirement system an amount equal to the unfunded present liability of increases in retirement and survivor annuities due to this Act.
