H.R. 3875--A bill to amend the Outer Continental Shelf Lands Act to 
    direct the Secretary of the Interior to cease mineral leasing 
    activity on submerged land of the Outer Continental Shelf that is 
    adjacent to a coastal State that has declared a moratorium on such 
    activity, and for other purposes; to the Committee on Resources.
