Citizen's Privacy Protection Act of 1998 - Amends the Illegal Immigration Reform and Immigrant Responsibility Act of 1996 to repeal the provision relating to standards for Federal agency acceptance of birth certificates or driver's licenses for identification-related purposes.
Prohibits Federal agencies from construing Federal law as authorizing establishment of a national identification card.
