                                H. R. 4232

 To provide that Executive Order 13083, relating to the constitutional 
     division of governmental responsibilities between the Federal 
Government and the States and the application of federalism principles 
       to Federal agency actions, shall have no force or effect.

    Skeen) introduced the following bill; which was referred to the 
                       Committee on the Judiciary

                                 A BILL


 
 To provide that Executive Order 13083, relating to the constitutional 
     division of governmental responsibilities between the Federal 
Government and the States and the application of federalism principles 
       to Federal agency actions, shall have no force or effect.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. EXECUTIVE ORDER 13083 IS OF NO FORCE OR EFFECT.

    Executive Order 13083, signed by the President on May 14, 1998, and 
relating to the constitutional division of governmental 
responsibilities between the Federal Government and the States and the 
application of federalism principles to Federal agency actions, shall 
have no force or effect.
