Oil Spill Dispersant Spraying Aircraft Act of 1998 - Authorizes the Secretary of Defense (Secretary), during FY 1998 through 2002, to sell excess Department of Defense aircraft and parts to a person or entity that contracts to deliver oil dispersants by air for the dispersing of oil spills. Provides sale conditions, including a requirement that the purchaser make certain certifications to the Secretary of the department in which the Coast Guard is operating as to the testing of the dispersing system and the proper use of aircraft and parts purchased.
