                                 A BILL


 
 To amend the Agricultural Adjustment Act to restore the effectiveness 
    of certain provisions regulating Federal milk marketing orders.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. RESTORATION OF EFFECTIVENESS OF TERMINATED PROVISIONS OF 
              AGRICULTURAL ADJUSTMENT ACT REGULATING FEDERAL MILK 
              MARKETING ORDERS.

    (a) In General.--Effective as of December 31, 1996, section 101(b) 
of the Agriculture and Food Act of 1981 (Public Law 97-98; 95 Stat. 
1219; 7 U.S.C. 608c note) is amended by striking ``1996'' and inserting 
``1999''.
    (b) Treatment of Period of Lapsed Effectiveness.--The amendments 
made by section 101(a) of the Agriculture and Food Act of 1981 (Public 
Law 97-98; 95 Stat. 1219) shall continue in force as if never 
terminated as a result of the expiration of the period of effectiveness 
of the amendments on December 31, 1996.
