Veterans' Benefits Improvements Act of 1997 - Title I: Codification of Compensation Rate Increases - Veterans' Compensation Rate Increase Codification Act of 1997 - Increases the rates of and limitations on veterans' disability compensation, additional compensation for dependents of certain disabled veterans, the clothing allowance for certain service-disabled veterans, dependency and indemnity compensation (DIC) for surviving spouses and children, and supplemental DIC for disabled adult children.
Title II: Authorizations of Major Medical Projects and Leases - Authorizes the Secretary of Veterans Affairs to carry out seismic corrections at the Department of Veterans Affairs medical center in Memphis, Tennessee.
(Sec. 202) Authorizes the Secretary to enter into leases for: (1) information resources management field offices in Birmingham, Alabama, and Salt Lake City, Utah; and (2) satellite outpatient clinics in Jacksonville, Florida, Boston, Massachusetts, Canton, Ohio, Tulsa, Oklahoma, and Portland, Oregon.
(Sec. 203) Authorizes appropriations to the Secretary for FY 1998 and 1999 for the Construction, Major Projects, account, and the Medical Care account.
Title III: Other Matters - Subtitle A: Improvement of Housing Loan Authorities - Establishes in the Treasury the Veterans Housing Benefits Program Fund for use in all veterans' housing loan operations. Provides for Fund deposits. Removes Federal references to other veterans' housing loan funds terminated as a result of the establishment of such Fund.
Subtitle B: Improvement of Health Care Authorities - Authorizes the Under Secretary for Benefits to reimburse the Veterans Health Administration for costs associated with the conduct of medical examinations requested in connection with claims for veterans' benefits.
Subtitle C: State Cemetery Grants - Limits to the cost of required improvements and necessary equipment the amount of grants authorized to be made by the Secretary to assist States in establishing, expanding, or improving veterans' cemeteries.
Subtitle D: Other Matters - Limits the amount of veterans' disability compensation that may be deducted as a result of the payment of special separation benefits to not more than 75 percent of the amount of the separation benefits. Makes such amendment effective for benefits paid for months beginning after December 1991.
(Sec. 332) Directs the President to report to the Congress on preparations for a national response to medical emergencies arising from the terrorist use of weapons of mass destruction.
