Livestock Industry Fairness and Enhancement Act - Amends the Agricultural Marketing Act of 1946 to establish a temporary mandatory livestock reporting program for certain packers regarding livestock and livestock product prices, volume, and terms of sale.

Amends the Packers and Stockyards Act, 1921, as amended by the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 1999 (as contained in P.L. 105-277) to repeal the pilot price reporting investigation.

(Sec. 3) Amends the Agricultural Marketing Act of 1946 to provide for a monthly collection and reporting of specified data and statistics regarding swine, pork, and pork product production.

(Sec. 4) Directs the Secretary of Agriculture to report on the Secretary's: (1) jurisdiction, duties, and authorities regarding packers, livestock, and livestock products; and (2) ability to provide reliable periodic retail price reports.
