Title I: Extension of Federal Aviation Administration
Title II: Extension of Airport and Airway Trust Fund
Airport Improvement Program Short-Term Extension Act of 1999 - Title I: Extension of Federal Aviation Administration Programs - Amends Federal aviation law to reauthorize the Airport Improvement Program (AIP) through FY 1999, with a specified allocation for the Federal Aviation Administration (FAA) Facilities and Equipment Program.
Authorizes appropriations: (1) for FAA operations through FY 1999; and (2) from the Airport and Airway Trust Fund through FY 2000.
Makes a specified change to the formula for crediting airport improvement fund amounts to the AIP discretionary fund.
Title II: Extension of Airport and Airway Trust Fund Expenditure Authority - Amends the Internal Revenue Code to extend the expenditure authority of the Airport and Airway Trust Fund through October 1, 1999. Sets forth certain limits on transfers to the Fund.
