Permits the Greater Washington Soap Box Derby Association to sponsor a free public event, soap box derby races, on the Capitol grounds on July 10, 1999.
Directs the Capitol Police Board to provide for enforcement of the restrictions contained in Federal law provisions concerning sales, displays, and solicitations on the Capitol grounds, with respect to such event.
