Declares that Congress: (1) condemns the National Islamic Front (NIF) Government for its genocidal war in southern Sudan, support for terrorism, and continued human rights violations; and (2) deplores the Government-sponsored and tolerated slave raids in southern Sudan and calls on that Government to immediately end slavery.

Calls on the United Nations Security Council to: (1) condemn the slave raids and bring to justice those responsible for these crimes against humanity; (2) impose an arms embargo on the Government of Sudan and implement its resolution 1070 relating to an air embargo; (3) condemn, and take actions against the perpetrators of, enslavement; (4) implement reforms within Operation Lifeline Sudan (OLS) to enhance independence from NIF; (5) make a determination that NIF's war policy constitutes genocide or ethnic cleansing; and (6) protect innocent civilians from aerial bombardment by the NIF air force.

Calls for the President to take specified actions, including to: (1) increase support for relief organizations that are working outside the U.S.-coordinated relief effort in opposition-controlled areas; (2) instruct the Administrator of the United States Agency for International Development and the Secretary of State to work to strengthen the independence of OLS from NIF; (3) substantially increase development funds in such areas and report quarterly to Congress on the progress made; (4) intensify and expand U.S. diplomatic and economic pressures on NIF by maintaining current unilateral sanctions and by increasing efforts for multilateral sanctions; (5) provide the Sudan People's Liberation Army and its National Democratic Alliance allies with political and material support; (6) report to Congress on flight suspensions for humanitarian purposes concerning OLS; and (7) increase by 100 percent funding that is made available through the Sudanese Transition Assistance for Rehabilitation Program.

Urges the Inter-Governmental Authority for Development partners under the leadership of President Daniel Arap Moi to call on the Government of Sudan to immediately stop the bombings in southern Sudan.

Condemns any government that financially supports the Government of Sudan.
