Amends the Tennessee Valley Authority Act of 1933 to limit the authorization of appropriations to the period ending in FY 2000.
Instructs the Director of the Office of Management and Budget to develop and submit to the Congress a plan that: (1) reviews the non-power activities conducted by the Tennessee Valley Authority using appropriated funds; (2) determines whether the Authority's non-power activities can be adequately performed by other Federal Agencies, and the resources needed for such performance; (3) describes ongoing Federal interest in the continuation of such non-power activities; and (4) recommends appropriate legislation to carry out the objectives of this Act.
