Permits the Lower Sioux Indian Community in the State of Minnesota, without further approval by the United States, to lease or transfer all or any part of the Community's interest in any real property that is not held: (1) within the borders of the Lower Sioux Reservation; or (2) in trust by the United States for the benefit of the Community.
