Know Your Caller Act of 2000 - Amends the Communications Act of 1934 to make it unlawful for any person or entity making a telephone solicitation to interfere with or circumvent a caller identification service from accessing or providing the call recipient with identifying information about the call.

Directs the Federal Communications Commission to prescribe regulations implementing such prohibition. Provides a cause of action for a person or entity, or a State attorney general on behalf of its residents, for violations of such prohibition or regulations.
