Semipostal Act of 2000 - Amends the Semipostal Authorization Act (the Act) to authorize the Postal Service to issue no more than one (currently unlimited) semipostal (a stamp issued at a premium to help finance an issue of national importance).

Requires the Postal Service to establish a system to account for all revenues and costs associated with selecting, developing, marketing, and selling semipostals.

Requires the Postal Service to report to Congress before implementing a decision to issue a semipostal. Outlines procedures for the congressional consideration of a resolution to approve or disapprove of such decision.

Makes the Act inapplicable to breast cancer research special stamps.
