Declares that a worker shall be certified by the Secretary of Labor as eligible to apply for trade adjustment assistance under title II of the Trade Act of 1974, if such worker: (1) was determined to be covered under Trade Adjustment Assistance Certification TA-W-31,402; and (2) was necessary for the environmental remediation or closure of a copper mining facility.
