Plan Colombia Trade Act - Amends the Andean Trade Preference Act to accord, for a specified transition period, duty-free treatment to certain textile and apparel articles imported into the United States from beneficiary countries (Bolivia, Ecuador, Colombia, and Peru) designated under such Act.

Requires the President, in determining whether to designate a country a beneficiary country, to take into account, among other things, the extent to which such country adheres to democratic principles and the rule of law.
