Authorizes the National Park Service, during each of calendar 1999 and 2000, subject to specified requirements, to sponsor a series of three concerts (free of charge and open to the public) by the National Symphony Orchestra on the Capitol Grounds on Memorial Day, the 4th of July, and Labor Day.
