Terrorist Disaster Relief for Small Businesses Act - Directs the Administrator of the Small Business Administration to treat: (1) the terrorist attacks on the United States that occurred on September 11, 2001, as a disaster for which loans to affected small business concerns are authorized; and (2) the entire United States as the affected area.
