Baggage Screening Act - Amends Federal aviation law to require, before boarding or loading, or both, the screening of all property that will be carried in aircraft in air transportation and intrastate air transportation.

Requires the Administrator of the Federal Aviation Administration to assume such screening requirement with respect to foreign as well as domestic air carriers.
