Family Life Education Act - Requires the Secretary of Health and Human Services to make grants to States for family life education, including abstinence and contraception.

Expresses the sense of Congress that States should, but need not, provide matching funds.
Requires the Secretary to provide for national evaluation of a representative sample of such programs for effectiveness in changing adolescent sexual behavior, including the delay of sexual and high-risk activity, the prevention of pregnancy and disease (including HIV/AIDS), and the increase of contraceptive knowledge.
