National Border Security Agency Act - Establishes the National Border Security Agency, which shall plan and coordinate Federal border security activities, and act as a focal point for immigration enforcement.

Transfers to the Agency the United States Coast Guard, the United States Customs Service, and specified portions of the Immigration and Naturalization Service.
