Coal Accountability and Retired Employee Act for the 21st Century - Requires that any interest credited to the Abandoned Mine Reclamation Fund to be transferred to the United Mine Workers of America Combined Benefit Fund (Combined Fund) in such amounts as the trustees of the Combined Fund estimate to offset any deficit in net assets in the Combined Fund.
