To provide that certain adjustments made by the Director of the Office 
   of Management and Budget under the Balanced Budget and Emergency 
  Deficit Control Act of 1985 to align highway spending with revenues 
                        have no force or effect.

    bill; which was referred to the Committee on the Budget, and in 
 addition to the Committee on Transportation and Infrastructure, for a 
 period to be subsequently determined by the Speaker, in each case for 
consideration of such provisions as fall within the jurisdiction of the 
                          committee concerned

                                 A BILL


 
To provide that certain adjustments made by the Director of the Office 
   of Management and Budget under the Balanced Budget and Emergency 
  Deficit Control Act of 1985 to align highway spending with revenues 
                        have no force or effect.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled, That the adjustments 
made by the Director of the Office of Management and Budget pursuant to 
section 251(b)(1)(B) of the Balanced Budget and Emergency Deficit 
Control Act of 1985 to the highway category and to section 8103(a)(5) 
of the Transportation Equity Act for the 21st Century when the 
President submitted the budget for fiscal year 2003 under section 1105 
of title 31, United States Code, shall have no force or effect.
                                 &lt;all&gt;
