Description Amendment sought to specify that religious organizations receiving charitable choice program funding cannot discriminate in employment on the basis of religion or preempt state or local civil rights laws; prohibit instruction, worship, or proselytization at the same time and place as the government funded program; delete indirect assistance and tort liability reform provisions; and offset the cost of tax benefits by reducing the recent tax cut for the top income rate.
