Supplemental Appropriations Act, 2001 - Title I: National Security Matters - Chapter 1: Department of Justice - Makes supplemental appropriations for FY 2001 for the Department of Justice for payment to the Radiation Exposure Compensation Trust Fund.

Chapter 2: Department of Defense - Makes supplemental appropriations for the Department of Defense for: (1) military personnel, including the reserves and the National Guard; (2) operation and maintenance; (3) procurement; (4) research, development, test and evaluation; (5) Defense Working Capital Funds; and (6) the Defense Health Program, including TRICARE contract costs.

(Sec.1203) Appropriates funds for Operation and Maintenance, Navy, for repair of the U.S.S. COLE.

(Sec. 1204) Rescinds specified funds made available in prior defense appropriations Acts, including funds for aircraft procurement.

Chapter 3: Department of Energy - Makes supplemental appropriations for the Department of Energy for: (1) weapons activities; (2) defense environmental restoration and waste management; (3) defense facilities closure projects; (4) defense environmental management privatization; and (5) other defense activities.

Chapter 4: Department of Defense - Makes supplemental appropriations for: (1) military construction, Air Force; (2) military family housing; and (3) the Base Realignment and Closure Account, Part IV.

Title II: Other Supplemental Appropriations - Chapter 1: Department of Agriculture - Appropriates additional amounts to the Department of Agriculture for the Animal and Plant Health Inspection Service. Rescinds specified funds appropriated to the Farm Service Agency for the Agricultural Conservation Program.

Chapter 2: Department of Commerce - Rescinds specified Department of Commerce amounts for: (1) National Oceanic and Atmospheric Administration construction of a research center at the ACE Basin National Estuarine Research Reserve and appropriates an equivalent amount to remain available specifically for construction of and land acquisition for such center; and (2) the Emergency Oil and Gas Guaranteed Loan Program.

Rescinds specified Small Business Administration amounts for the New Markets Capital Venture Program for FY 2001 technical assistance and guaranteed loans and appropriates equivalent amounts to remain available until expended.

(Sec. 2201) Amends the Oceans Act of 2000 to increase the membership of the Commission on Ocean Policy.

(Sec. 2202) Amends the Consolidated Appropriations Act, 2001 to provide "a soon as practicable" deadline in lieu of the May 1, 2001, deadline for the Secretary of Commerce to adopt final implementing regulations for an Aleutian Islands and Bering Sea crab fisheries capacity reduction program. Prohibits any vessel from being prevented from fishing until such regulations are made final.

(Sec. 2203) Amends Federal law with respect to fishing vessel mortgages.

Amends the American Fisheries Act to expand the class of lenders eligible to hold preferred fishing vessel mortgages. Requires mortgage trustees to be: (1) eligible to be a preferred mortgagee; (2) a U.S. corporation with corporate trust powers; (3) subject to Federal or State supervision; and (4) capitalized at least $3 million. Requires the Secretary, in the case of a trust beneficiary which is not a commercial lender, lender syndicate, or eligible to be a preferred mortgagee, to determine that the trust arrangement will not result in non-citizen vessel control. Makes such provisions effective as of April 1, 2003, and prohibits the Secretary of Transportation from considering the citizenship status of a lender with respect to a vessel owner until after such date.

Chapter 3: District of Columbia Funds - Makes supplemental appropriations out of the District of Columbia's general fund (and other funds, in some cases) for FY 2001 for: (1) governmental direction and support; (2) economic development and regulation; (3) public safety and justice; (4) the public education system; (5) human support services; (6) public works; (7) the workforce investments program; (8) the Wilson Building; and (9) the Water and Sewer Authority. Rescinds funds appropriated under this heading for FY 2001 in the District of Columbia Appropriations Act, 2001 for Taxicab Inspectors.

(Sec. 2301) Requires the Mayor of the District of Columbia to provide specified congressional committees with recommendations relating to the transition of responsibilities of the District of Columbia Financial Responsibility and Management Assistance Authority to the District government with respect to achieving financial stability and management efficiency.

Chapter 4: Department of Defense - Civil - Makes supplemental appropriations for the Army Corps of Engineers for flood control and coastal emergencies.

Makes supplemental appropriations for the Department of Energy for: (1) non-defense environmental management; and (2) uranium facilities maintenance and remediation.

(Sec. 2401) Authorizes the Bureau of Reclamation to accept prepayment for all financial obligations under a specified contract for construction costs of water delivery facilities, under specified conditions.

Chapter 5: Bilateral Economic Assistance - Makes supplemental appropriations for the Agency for International Development for the Child Survival and Disease Programs Fund. Rescinds specified funds made available under a prior appropriations Act which are designated for a contribution to an international HIV/AIDS fund.

(Sec. 2501) Repeals a provision of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2000 which provides funds for the Robert F. Kennedy Memorial Center for Human Rights for a project to disseminate information and support research about the People's Republic of China. Makes such funds available for general support and grants for nongovernmental organizations outside such country that have as their primary purpose fostering democracy in that country.

Chapter 6: Department of the Interior - Extends the availability of funds for: (1) completion of a wilderness study at Apostle Islands National Lakeshore, Wisconsin; and (2) maintenance, protection and preservation of land in the Minuteman Missile National Historic Site, South Dakota. Makes supplemental appropriations for the Bureau of Indian Affairs for the operation of Indian programs.

Extends the availability of funds appropriated to the Department of Agriculture for the Forest Service for road work.

(Sec. 2601) Authorizes the Bureau of Land Management to transfer necessary sums to complete individual land exchanges identified under the Steens Mountain Cooperative Management and Protection Act.

(Sec. 2604) Permits the Forest Service to receive reimbursement for expenditures for projects that otherwise qualify for the use of Federal-aid highways funds.

Chapter 7: Department of Labor - Provides an additional amount to carry out specified provisions of the Workforce Investment Act (WIA). Rescinds specified funds for the Training and Employment Services of the Employment and Training Administration of the Department of Labor, under the Departments of Labor, Health and Human Services, and Education, and Related Agencies Appropriations Act, 2001 (Public Law 106-554) (2001 Act), including certain amounts for safe schools and healthy students, for dislocated worker employment and training activities, and for specified provisions of WIA. Directs the Secretary of Labor to increase certain State allotments under WIA, by reallotting excess unexpended balances from other States, to the amount a State would have received had no rescission been enacted.

Reduces an appropriation for the Health Resources and Services Administration of the Department of Heath and Human Services (HHS) under the 2001 Act.

Transfers to the National Institute of Biomedical Imaging and Bioengineering funds appropriated for FY 2001 to the Office of Director, National Institutes of Health, for the Office of Biomedical Imaging, Bioinformatics and Bioengineering.

Makes appropriations for maintenance, repair, preservation, and protection of federally-owned facilities, including the Civil War Cemetery, at St. Elizabeths Hospital.

Provides additional amounts to the Administration for Children and Families of the Department of HHS for Low Income Home Energy Assistance.

Sets or earmarks certain amounts or revises certain provisions, under the 2001 Act and related congressional statements, under the following program categories for the Department of Education: (1) Education Reform (for the technology innovation challenge grant to Western Kentucky University to improve teacher preparation programs that help incorporate technology into school curriculum); (2) Education for the Disadvantaged; (3) Impact Aid; (4) Special Education (with respect to certain provisions relating to Easter Seals-Arkansas); and (5) Education Research, Statistics, and Improvement (including specified amounts for the National Mentoring Partnership to establish a National E-Mentoring Clearinghouse, and for the NetSchools Corporation to provide certain one-to-one e-learning pilot programs).

Amends the Carl D. Perkins Vocational and Technical Education Act of 1998 to: (1) exclude from eligibility for certain grants to tribally controlled postsecondary vocational and technical institutions any such institution receiving Federal support under the Tribally Controlled College or University Assistance Act of 1978 or the Navajo Community College Act; and (2) include institutional support of vocational and technical education among the expenses eligible to be covered under such grants program.

Chapter 8 - Makes supplemental appropriations for: (1) the Office of Compliance for salaries and expenses; and (2) the Government Printing Office for printing and binding and for the Government Printing Office Revolving Fund.

(Sec. 2802) Amends the Abraham Lincoln Bicentennial Commission Act to direct the Librarian of Congress (currently, the Administrator of General Services) to provide necessary administrative support services to the Abraham Lincoln Bicentennial Commission.

Chapter 9: Department of Transportation - Makes supplemental appropriations for the Department of Transportation for Coast Guard operating expenses.

Rescinds specified unobligated balances of contract authority under Federal aid highway programs.

(Sec. 2901) Allows funds appropriated under two prior appropriations Acts for park-and-ride facilities in the State of New Mexico to be used for buses and bus-related facilities in that State.

Chapter 10: Department of the Treasury - Makes supplemental appropriations for the Department of the Treasury for: (1) providing operational and perimeter security at the 2002 Winter Olympics; (2) the Financial Management Service for salaries and expenses; and (3) the Internal Revenue Service for processing, assistance, and management.

(Sec. 21001) Designates the classroom building at the Federal Law Enforcement Training Center in Glynco, Georgia, as the Paul Coverdell Building (currently, Paul Coverdell Dormitory).

Chapter 11: Department of Veterans Affairs - Makes supplemental appropriations for the Department of Veterans Affairs for: (1) the Veterans Benefits Administration for compensation and pensions and readjustment benefits. Authorizes a transfer of funds from medical care to general operating expenses for paying expenses of processing compensation and pension claims.

Provides that the unobligated balance of the community development fund under the Department of Veterans Affairs and Housing and Urban Development, and Independent Agencies Appropriations Act, 2001 shall be available through FY 2003, except the amount made available for the cost of certain guaranteed loans authorized under the Housing and Community Development Act of 1974.

Provides certain Federal Housing Administration funds to liquidate FY 2000 deficiencies in the mutual mortgage insurance program account.

Permits certain National Aeronautics and Space Administration funds to be used for future research supporting life and micro-gravity science and applications, notwithstanding a current restriction.

Title III: General Provisions - Appropriates funds for the United States-China Security Review Commission.
