Amends the Omnibus Indian Advancement Act to establish as part of the Wakpa Sica Reconciliation Place the Sioux Nation Economic Development Council to: (1) accept and administer gifts of property and use such gifts as a source of matching funds necessary to receive Federal assistance; (2) train tribal members to establish successful businesses; (3) provide grants and loans to members to establish or operate small businesses; (4) provide scholarships to member students pursuing an education in business; and (5) provide technical assistance to tribes and members in obtaining Federal assistance.

Requires the Secretary of the Interior, at least annually, to award grants to the Council, to be used for such purposes.
