Expresses the sense of Congress that: (1) the Secretary of Agriculture should resume violation tracking and reporting under the Humane Methods of Slaughter Act of 1958, fully enforce such Act to ensure humane livestock slaughter and worker safety, and bring about improvement of products and economies in slaughtering operations; and (2) United States policy should be that livestock handling and slaughter should be carried out only by humane methods.
