Expresses the sense of Congress that: (1) Dr. Wang Bingzhang, a permanent resident of the United States, is being arbitrarily detained in the People's Republic of China in violation of international law; and (2) his immediate release and permitted return to the United States should be a top priority of U.S. foreign policy.
