Amends the Higher Education Act of 1965 to revise the definition of a Hispanic-serving institution (HSI) under title V (Developing Institutions).
Eliminates the requirement that an HSI provide assurances that at least 50 percent of its Hispanic students are low-income students in order to be eligible for certain grants.
