Harpers Ferry National Historical Park Boundary Revision Act of 2004 - Revises Federal law provisions concerning the acquisition of land for the Harpers Ferry National Historical Park, including authorizing the Secretary of the Interior to acquire by purchase from a willing seller with donated or appropriated funds, by donation, or by exchange, land or an interest in land within a specified private lands area.
Directs the Secretary to: (1) transfer to the National Park Service specified U.S. Fish and Wildlife Service lands for inclusion in the Park and revise the Park's boundary accordingly; and (2) revise the Park's boundary to include specified Appalachian National Scenic Trail land and exclude that land from the boundary of such Trail.
Establishes maximum acreage for the Park.
Requires acquired lands and interests to become a part of the Park, subject to the laws (including regulations) applicable to the Park.
