Democracy Day Act of 2005 - Requires the Tuesday next after the first Monday in November in 2006 and in each even-number year thereafter (Election Day) to be treated as a legal public holiday for purposes relating to the pay and leave of Federal employees. Urges private employers to provide their employees flexibility on that day to enable them to vote.
