Sequoia and King Canyon National Parks Backcountry Access Act - Directs, the Secretary of the Interior, until the date on which the Secretary completes any analysis and determination required under the Wilderness Act, to continue to issue authorizations to provide commercial services for commercial stock operations (including commercial use authorizations and concession contracts) within any area designated as wilderness in the Sequoia and Kings Canyon National Parks in California at use levels determined to be appropriate.
Requires the Secretary to complete a wilderness stewardship plan for the Parks.
Terminates the authority of the Secretary to issue authorizations under this Act on the earlier of: (1) when the Secretary begins issuing authorizations to provide commercial services for commercial stock operations within any such areas, as provided in a record of decision issued according to the wilderness stewardship plan; or (2) four years after enactment of this Act.
