H.R. 3880--A bill to prevent the Environmental Protection Agency from 
    exceeding its statutory authority in ways that were not 
    contemplated by the Congress; to the Committee on Energy and 
    Commerce, and in addition to the Committees on Natural Resources, 
    Transportation and Infrastructure, and Agriculture, for a period 
    to be subsequently determined by the Speaker, in each case for
