    Mr. Young of Alaska (for himself, Mr. Larsen of Washington, Mr. 
  Garamendi, and Mr. Hunter) introduced the following bill; which was

To authorize the Secretary of the Navy to enter into a contract for the 
                   procurement of heavy icebreakers.

    Be it enacted by the Senate and House of Representatives of the 
United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

    This Act may be cited as the ``Icebreaker Act''.

SEC. 2. NAVY PROCUREMENT OF HEAVY ICEBREAKERS.

    The Secretary of the Navy, in consultation with the Secretary of 
the department in which the Coast Guard is operating, may enter into a 
contract for the procurement of not more than three heavy icebreakers 
and not more than three medium icebreakers.
