    Justin Smith Morrill, United States Senator of the State of 
    Vermont, in recognition of his lasting contributions to higher 
    education opportunity for all Americans; to the Committee on

    Administration, for a period to be subsequently determined by the 
    Speaker, in each case for consideration of such provisions as fall
