This bill provides that, during a lapse in appropriations for the Department of Defense or the Department of Homeland Security, activities related to the training and readiness of the Armed Forces (including the National Guard and the Reserves) are considered voluntary services that may be accepted by the federal government or the District of Columbia government.

(Under current law, the federal government or the District of Columbia government may not accept voluntary services or employ personal services exceeding those authorized by law except for emergencies involving the safety of human life or the protection of property.)
