Makes supplemental appropriations for fiscal year 1975 for specified departments and agencies, including the Department of Housing and Urban Development, the Department of Health, Education, and Welfare, the Legislative Branch, the Department of Commerce, the Judiciary, the Department of Transportation, the Executive Office of the President, and various independent agencies.

Prohibits the use of any appropriations contained in this Act or any other Act for transporting documents, written materials, or tape recordings of former President Richard M. Nixon.

Prohibits the Federal Government from requiring the classification or assignment of teachers or students on the basis of race, religion, sex, or national origin except as may be necessary to enforce nondiscrimination provisions of Federal law.
