Fair Credit Billing Act Amendments - Defines the term "discount" under the Fair Credit Billing Act as meaning a reduction made from the regular price for purposes of the Truth in Lending Act.
Prohibits sellers covered by the Fair Credit Billing Act from imposing a surcharge on a credit card holder who elects to use such credit card in lieu of payment by cash or check.
