Directs the Joint Committee on the Library to procure a bronze bust or statue of Martin Luther King, Junior, and to cause such sculpture to be placed in a suitable location in the Capitol as determined by the Joint Committee on the Library.

Directs the Senate Commission on Arts and Antiquities to provide for the sculpture of a marble bust of Carl Hayden, who served in Congress longer than anyone else in history, and to place such bust in the Capitol or one of the Senate office buildings.
