Removes the numerical limitation on Allen J. Ellender Fellowships to disadvantaged secondary school students. Authorizes $750,000 each for fiscal year 1977 and 1978 and $1,000,000 each for fiscal years 1979 and 1980.
Requires that every effort be made in such fellowships to achieve participation of students and teachers from rural and small town areas, as well as from urban areas.
